Development at OECD

The OECD Development Cluster

Promoting better policies for better lives in emerging and developing economies is an integral part of the OECD’s mission. It is also an essential contribution to the prosperity and stability of its members. Most OECD departments and special bodies therefore lend their expertise to supporting policy making in partner countries, but only three of them specialise in international development:

The OECD Development Co-operation Directorate (DCD)

promotes co-ordinated, innovative international action to accelerate progress towards the Sustainable Development Goals (SDGs) in developing countries and improve their financing. Supporting the OECD Development Assistance Committee (DAC), it helps set international principles and standards for development co-operation, and monitor how donors deliver on their commitments. DCD supports members and partners with data, analysis and guidance.

The OECD Development Centre (DEV)

helps policy makers identify innovative policy solutions to improve the lives of people in developing and emerging economies. Non-OECD countries from Africa, Asia and Latin America participate together with OECD countries as full members in its Governing Board. The Centre produces multidisciplinary analysis tailored to its members’ specific contexts. It provides an informal platform for policy dialogue and mutual learning between OECD and non-OECD countries.

The Sahel and West Africa Club (SWAC)

promotes regional policies that will improve the economic and social well-being of people in the region. Its regional, spatial and forward-looking analyses aim to improve the regional governance of food and nutrition security, and advance the understanding of the region’s ongoing transformations and their policy implications. An independent, international platform hosted by the OECD, the Club has three West African regional organisations and several OECD countries as members.

The OECD Development cluster works in close co-operation with OECD sectoral committees and directorates. It leverages the Organisation’s assets to support better policies globally, and advance the 2030 Agenda for Sustainable Development. The cluster’s combined networks and expertise ensures that this support is directly informed by partner countries’ governments and stakeholders, adapted to their specific challenges and opportunities, and implemented with regional partners.
