These regional meetings enable all countries and jurisdictions, both members and non-members of the OECD/G20 Inclusive Framework on BEPS, to share their experiences on BEPS implementation in a regional context, and feed their perspectives into the ongoing global dialogue. These meetings bring together officials from Finance Ministries and Tax Administrations of Asia-Pacific jurisdictions, decision-makers as well as technical experts, and representatives from the OECD, regional and other international organisations.
Regional Consultation on International Tax Matters for Asia-Pacific

ABOUT The Asian Development Bank (ADB), the Commonwealth Association of Tax Administrators (CATA), the Pacific Islands Tax Administrators Administration (PITAA) and the Study Group on Asia-Pacific Tax Administration and Research (SGATAR) co-hosted a two-day regional meeting on tax and development at the ADB Headquarters in Manila, the Philippines, on December 5-6, 2022, in association with the Organisation for Economic Co-operation and Development (OECD). The meeting was attended by 188 participants from 47 jurisdictions. In particular, 62 senior tax policy and tax administration officials from 30 Asia-Pacific jurisdictions attended the in-person meeting and 126 delegates, including delegates from an additional 17 jurisdictions, attended the meeting virtually. The meeting built on the outcomes of the previous regional consultations for Asia-Pacific that took place on January 18-19 and June 2, 2022. In those meetings, Asia-Pacific jurisdictions noted the advice from the OECD and expressed their need for further capacity building and technical assistance to ensure that they comply with the international tax standards. Countries also agreed to assess or take steps to implement the GloBE rules as part of their commitment to the Two-Pillar Solution to address the tax challenges of the digitalisation of the economy.

ABOUT
This meeting focussed on the OECD/G20 Inclusive Framework on BEPS' most recent work on consensus-based, long-term solutions to address the tax challenges arising from the digitalisation of the economy and included a public consultation with interested stakeholders from civil society and the business community on the Secretariat Proposal for a Unified Approach under Pillar One and the Global Anti-Base Erosion (GloBE) Proposal under Pillar Two.
Regional outreach events on digitalisation enable all countries and jurisdictions, Inclusive Framework members and non-members, to feed their perspectives into the global debate on the reallocation of taxing rights and proposals for a minimum corporate income tax. The sessions up to 15:00 on 19 November were open to all participants from invited governments, civil society and business. The remainder of the sessions on 19 and 20 November was open to all ADB member countries. The third day (21 November) was dedicated to developing countries from the Pacific region to deal with broader capacity-building issues. The meeting brought together officials from Finance Ministries, other relevant ministries, revenue authorities of ADB member countries, decision-makers, technical experts, representatives from the OECD, as well as regional and other international organisations.

This was the first regional meeting of the Inclusive Framework on BEPS for Asia and Pacific, following the inaugural global event held in Kyoto on 29 June- 1 July 2016, where more than 80 countries and jurisdictions, representing varying levels of development, participated to push forward ongoing efforts to update international tax rules. These regional meetings are an integral element of the Inclusive Framework, enabling all countries and jurisdictions to discuss the implementation of the BEPS package on a regional basis, including the development of practical tools and feeding their perspectives into the global dialogue. The meeting brought together officials from Finance Ministries and Tax Administrations from Asia and Pacific countries, from the OECD and international organisations.

ABOUT
The first Asia-Pacific Technical Meeting on BEPS discussed the outcomes of the BEPS Project, the challenges countries face in the region in implementing BEPS, and explored how countries in the region can engage in the implementation, ongoing development and monitoring of the measures adopted, on an equal footing. This meeting was hosted in Yogyakarta by the Directorate General of Taxes, Ministry of Finance of the Republic of Indonesia in co-operation with the OECD Korea Policy Centre (Tax Programme). This event focused on the exchange of experience among technical tax policy and administration experts in the region and built on a previous regional meeting on BEPS which took place on 12-13 February 2015 in Seoul, Korea. 75 participants attended the meeting representing 17 economies in addition to officials from the OECD, AIPEG, ATAIC, JICA, the OECD Korea Policy Centre, and SGATAR. These technical experts provided feedback on the delivery of the BEPS Package, shared areas of priority for their countries, plans for engagement and activity, and described the challenges ahead. They also provided their perspectives on engaging in the Implementation phase of the project including the development of an inclusive framework to include interested countries on an equal footing in the implementation, further development and monitoring of the measures adopted in the context of the BEPS Project.

ABOUT
Over 50 senior tax officials from 21 jurisdictions and international organisations participated in the event, which was hosted by the Korean Policy Centre (Tax Programme). Discussions focused on BEPS issues of particular relevance for the Region and the development of toolkits to assist the implementation of solutions to counter BEPS. Business and civil society representatives participated in selected parts of the meeting and provided their regional perspectives on the BEPS Project.
