    OECD Investment Policy Reviews: Egypt 2020

    This review uses the OECD Policy Framework for Investment to provide an assessment of the investment climate in Egypt and to discuss the challenges and opportunities faced by the government of Egypt in its reform efforts. The review examines trends in foreign investment and their socio-economic benefits, the country’s wider regulatory framework on investors’ entry and expansion, its legal framework for investment, and its strategy for investment promotion and facilitation. It also looks at Egypt’s zone-based policies, tax policy and investment incentives, its strategies to promote responsible business conduct, and progress in infrastructure connectivity.

    Good Governance in Egypt - Legislative Drafting Manual for Better Policy

    This report looks at the role of legislative drafting manuals in enhancing legislative and regulatory quality. It presents experiences and good practices from both OECD and MENA countries in the preparation and application of these manuals. In particular, the report discusses the preparation of Egypt’s legislative drafting guide, which is among the first of its kind in the region. The report maps out the process of legislative drafting in Egypt, identifies existing challenges in the current legislative and regulatory framework, and explores how the Egyptian Legislative Drafting Guide could help overcome these challenges. The report concludes with tailored policy recommendations to help maximise the potential of the Egyptian Legislative Drafting Guide as a tool for obtaining better outcomes from legislation.

    Egypt and OECD launch EU-funded programme to enhance domestic resource mobilisation

    During a meeting on International Tax Reform, the Ministry of Finance and the OECD launched a programme on "Enhancing Domestic Resource Mobilisation in Egypt through a better tax and exchange of information system". The project, financed by the EU, provides EUR 1.2 million in funding over two and a half years, and will assist Egypt in the implementation of the new international standards to tackle tax avoidance and tax evasion.

    Women's Economic Empowerment in Selected MENA Countries - The Impact of Legal Frameworks in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia

    This report examines how current legal provisions in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia are impacting women’s ability to fully participate in economic life, both as employees and entrepreneurs. It is based on a comparative analysis of the various rights set out in constitutions, personal status laws, labour laws, in addition to tax and business laws. The report recognises the considerable progress made – in particular in the aftermath of the 2011 uprisings – following the adoption of constitutional and institutional reforms to strengthen women’s status. Yet ensuring sufficient opportunities for women remains a challenge in the six countries. The report suggests that this may be due to different factors such as: the existence of certain laws that are gender discriminatory, contradictions between various legal frameworks, lack of enforcement mechanisms, and barriers for women in accessing justice.  Through targeted policies, countries can tackle these challenges, and help unleash women’s potential to boost growth, competitiveness and inclusive social development.

    Schools for Skills - A New Learning Agenda for Egypt

    Egypt is going through a major political transition. It will need to manage that transition in ways that bring about greater cohesion in the Egyptian society and greater capacity to build a more competitive and sustainable economy. Effective education is the key to both these challenges.
