Background
The OECD LEED Trento Centre for local development , the Training Centre for International Cooperation (TCIC) and the EAFIT University of Medellin have recently set up a joint “International Summer School for cooperation and local development”, in coopration with the Trentino Federation of Cooperatives and EURICSE.
The scope of the School is to organise specialised courses on socio-economic development and to create an international platform to exchange experiences and knowledge between public officers and practitioners from OECD member and non member countries that deals with cooperation and local development issues.
The first edition of the Summer School on “Community and local development: defining a strategy of growth for localities” took place from 26 July to 5 August 2010 in Trento, in collaboration with EAFIT University of Medellin, the Trentino Federation of Cooperatives and EURICSE.
The overall objective of the course was to foster participants’ capacities to implement effective local development strategies and community based development projects. Participants were encouraged to work together with international and local experts to establish a common language and a common platform that allowed a better exchange of experiences and knowledge.
The course focused on four main areas of work:

a. |
Economic development: as result of SMEs and entrepreneurship growth, capacity to interact with universities (development of social and entrepreneurial skills) and new opportunities to innovate (technological, product, organisational, cultural innovation, etc.). |

b.
|
Social development: community relations innovation, development of social enterprises and social economy, community capacity building. |
|
c. |
Sustainable relation between territorial communities and ecosystems: ability to manage resources in a sustainable manner and value them in economic and social terms (the social and economic value of a “quality landscape”), capacity to minimise the generation of negative externalities. |

d. |
Appropriate governance choices: not only as the definition of the institutional framework, but also in terms of transversal capacity to give answers to challenges and opportunities through the involvement of the wider range of actors and stakeholders. |
The main “drivers” for local development were also analysed and discussed. In particular:

Cognitive capital. Ability to innovate, attract knowledge and competences in territories, development of high quality human resources.
|
|
|
Social capital. Equity and ability to reduce poverty, life quality standards, sharing of collective values (civicness) and multicultural integration capacity. |
|
|
Eco-systemic capital. Territorial security and sustainability of resource management, biodiversity and ecosystem continuity, landscape integrity and prosperity.
|
|
|
Infrastructure capital. High levels of physical and non-physical accessibility; healthy land settlement systems and reduced energetic and resources consumption, liveability and openness of urban spaces. |
Case studies prepared by the participants and practical examples from selected localities across the OECD were used as basis for analysis and discussion.

Who |
The course were attended by about forty selected local development officers and practitioners coming from Colombia that worked together with OECD,TCIC and international experts to foster their capacities to implement community based development strategies and projects, through a peer-to-peer learning process that addressed participants’ needs and expectations using a wide range of tools, such as theoretical classes, group work, study visits and dedicated meetings with socio-economic and governmental actors, partnership and networking facilitation. |

Methodology |
The school was structured around a mix of presentations and lectures by OECD, TCIC staff, international and local experts, followed by discussion, group work around case studies developed by participants prior to the seminar and field study visits. |

Spanish (interpretation from English and Italian was occasionally provided). |
